By JOSEPH SAMUEL KINSLOW· [email protected]

Rafael Solis has built his career making institutions understandable to immigrant business owners in Minneapol

Rafael Solis has built his career making institutions understandable to immigrant business owners in Minneapolis. When bakery owner Mei Tran brings him two versions of the same lease, he discovers that his own approved glossary has been used to turn storefront rights into revocable permission and coercion into apparent consent. With licensing deadlines closing in, Rafael must trace the altered language through a respected nonprofit and property consortium, confront his own complicity, and decide whether telling the exact truth is worth his career and the fragile trust he hopes to repair.

Mei Tran laid two leases across Rafael Solis’s desk and asked him which one she had signed.

The question arrived at 8:17, before the reception printer had warmed and while Rafael still had one glove tucked through his coat sleeve. Beyond the glass wall of his office, a Route 21 bus sighed at the curb. Wet salt striped the lobby tile. Someone in the intake room was losing an argument with the copier.

“Good morning,” Rafael said.
