When a census ledger burns through its lock and names seventeen-year-old courier Elian Rusk as heir, she becomes the most dangerous person in a river territory racing toward statehood.
In this alternate 1890s Mississippi River corridor, a name in the official count means wages, shelter, and the right to stay. Thousands of workers have been quietly erased so rail interests can claim their homes as empty land. Elian has only days to reach the statehouse with the records and living witnesses that prove the lie.
Her most unlikely ally is Mara Albright, the governor's daughter, who knows the law that trapped them both. As copied ledgers move through print shops, markets, and labor camps, Elian must decide whether to accept a crown built to make false numbers permanent or challenge it in public and risk everyone who has chosen to be counted.

Elian could tell a false number by the way a clerk pressed his thumb over it.
At the river market, the man at the rail table had his ledger open beside a basket of turnips. He was supposed to be copying residence slips into the county book. Instead he held one small card flat with a damp thumb, hiding the line where the Belen family had lived since spring.
