The forecast is not simply wrong. Its clear-air window begins after the worst exposure has already moved through neighborhoods, classrooms, and truck cabs.

Mina's attempt to verify the discrepancy triggers a quiet institutional response: her archive access disappears, a field sensor is reset under her credentials, and a port consulting firm begins treating her technical questions as a security problem. With a skeptical investigative reporter demanding a chain of custody and her estranged father carrying old route records from the freight corridor, Mina must preserve evidence that powerful people can rename, delay, or erase.

As the Harbor Futures Board prepares to vote on a major port expansion, raw school data, contract records, witness testimony, and a live sensor feed converge. Mina can make the pattern public, but doing so may cost her the career she built by staying useful inside the system.
