When a private weather platform paints her New Orleans neighborhood red, municipal climate auditor Mara Velez assumes she is looking at a calibration error. The field sensors disagree. So do the streets, the pumps, and the people who know which routes stay passable when the water rises.
As a major storm approaches, Mara finds the same pattern across districts already marked for redevelopment. Atmosphere Commons is not simply predicting danger. Its hidden thresholds are deciding whose evacuation comes first, which shelters receive support, and which neighborhoods are expected to absorb the cost of keeping the city moving. The emergency chief knows the system is flawed. The company insists it is necessary. Mara's former spouse, a public defender, shows her how quickly a color on a screen becomes a legal and physical command.
With the city's automated lock hours away, Mara must choose between a careful report that may arrive too late and a public audit built through neighborhood resilience hubs. To make the truth usable, she will have to risk her career, protect an inside witness, and accept that expertise alone cannot steer a city through danger.
