Rain made gray ropes down the lobby windows of Harborview Family Intake. By four-thirty, the folding chairs along the wall were occupied by people trying not to take up room: a father with his jacket pulled over a sleeping toddler, an older woman twisting the strap of a plastic folder, a young mother standing beside two children who had learned that stillness could keep adults from asking questions.
Saskia Rhee came out of the placement room with a paper cup of coffee that had gone cold before the first sip. The shift board said every family shelter bed in the north end was full. Two motel rooms were held for late arrivals. The number beside safe placement completed should have been a small relief.
